PUBLIC NOTICE STATE OF NEW HAMPSHIRE PUBLIC UTILITIES COMMISSION DG 16-818 CONCORD STEAM CORPORATION Petition for Financing Approval Summary of Order Nisi No. 25,952 Granting Petition October 7, 2016 In an order nisi issued today, the Commission approved a petition of Concord Steam Corporation to borrow $2,100,000 from Merrimack County Savings Bank and $500,000 from the Rachel Bloomfield Trust. The petition and subsequent docket filings, other than any information for which confidential treatment is requested of or granted by the Commission, are posted to the Commission’s website at http://www.puc.nh.gov/Regulatory/Docketbk/2016/16-818.html Concord Steam Corporation (“Concord Steam”) is a public utility that provides steam service primarily to commercial and institutional customers in Concord. On September 9, 2016, Concord Steam submitted a request seeking authority, pursuant to RSA 369:1 et seq., to borrow $2,100,000 from Merrimack County Savings Bank and $500,000 from the Rachel Bloomfield Trust. Approximately half of the Merrimack County Savings Bank loan will be used to retire existing debt and the other half will be used to ensure operations throughout the winter season. In its order nisi, the Commission found the proposed financing consistent with the public good and approved Concord Steam’s petition. To ensure that all interested parties receive notice of this docket and have an opportunity to request a hearing, the Commission delayed the effectiveness of the approval until October 19, 2016. All persons interested in responding to the Commission’s approval may submit their comments or file a written request for a hearing no later than October 17, 2016. Any party interested in responding to such comments and request for hearing shall do so no later than October 18, 2016. The Commission may further extend the effective date of its approval, following consideration of any comments and request for hearing received. These Programs continue to be implemented. Public Service of New Hampshire dba Eversource Energy will be requesting proposals for delivery of energy efficient freezer and cooler measures and related services under their small commercial and industrial retrofit program for the 2017 through 2019 program years. The small commercial and industrial retrofit program offers these energy efficiency services for small commercial and industrial customers with average electric demand not exceeding 200 kilowatts per month. Examples of energy efficiency measures may include, but are not limited to, cooler economizers, LED cooler lighting, evaporator/compressor controls, and night set-backs on novelty coolers.
